Can a Kuwaiti cell phone be used in Afghanistan or Iraq?

My husband is in the Army. He has been calling me from a cell phone with a Kuwait country code. Because of what he does, I feel most comfortable not asking where he is at. My question is this: Could the cell phone he is using, obviously from Kuwait, be used in other countries, possibly even Afghanistan or Iraq?

My husband used his Wataniya Kuwait sim chip in southern Iraq for some time, but it did not get signal the further north he went. If he has a Zain sim chip, the coverage may differ. Afghanistan is not close to Kuwait and may not have signal depending on the phone service provider he has. Sim chips are available locally and inexpensively, but getting minutes put on the account may be difficult if he does not have access to vendors of minutes or internet access to buy them online.
