Can One Use a Tablet As A Cell Phone Replacement?

I currently only use my iPhone for data and texting. I’m really sick of paying crazy phone bills – I pay AT&T’s cheapest voice plan, which is $40. $40 each month wasted. Could I (cancel my AT&T service) and replace my iPhone with a 3G tablet. I could use skype for the occasional call that I may want to make, perhaps? Something like the Dell Streak, for example? Where would I port my phone number? I’d rather not lose it. Skype and Google Voice don’t allow you to port a phone number, so is there a service that I can port my phone number to which simply forwards calls to a phone number I specify (which would be a skype number)?
